County Prosecutor sworn in for five year term

Christopher J. Gramiccioni was sworn-in as the Monmouth County Prosecutor last week in a ceremony officiated by the Honorable Lisa P. Thornton.

The ceremony was attended by his family, Monmouth County Officials, state and county law enforcement officers and members of his staff. Gramiccioni was confirmed by the Senate on August 1, 2016, and upon taking today’s oath begins a five year term as Monmouth County Prosecutor.

In 2012, Gramiccioni was appointed as the Acting Monmouth County Prosecutor, and assumed responsibility for the day-to-day operations of more than 300 employees and the administration of a $23 million budget.

Prosecutor Gramiccioni is also responsible for the coordination of law enforcement efforts of 45 municipal police departments and two college police departments, and works with court and judicial personnel and all county representatives. Prior to his appointment, Gramiccioni served as the Office’s First Assistant Prosecutor from 2011 to 2012.

Gramiccioni has spent a career in public service, is a recognized expert in criminal law and procedure, evidence and trial advocacy, and has successfully tried to verdict more than 50 contested jury trials. He is a member of the New Jersey, New York, Maryland and District of Columbia bars, and a trustee of the 200 Club of Monmouth County and the Monmouth County Human Relations Committee.

He was born at Fort Monmouth, and spent his youth living in several locations around the world and country. In 1994, Gramiccioni graduated with honors from Towson University with Bachelor of Science degrees in Economics and Geography, and a minor in Business Administration. In 1998, Prosecutor Gramiccioni was awarded a Juris Doctor degree from the University of Baltimore School of Law.

In January 1997, Prosecutor Gramiccioni was commissioned as an officer in the United States Navy and, in March 1999, reported to San Diego, California where he was assigned tours as a prosecutor, defense attorney and legal assistance advisor.

While serving as a prosecutor, he prosecuted hundreds of criminal matters, including cases involving sex assault, fraud, child physical/sexual abuse, larceny, narcotics-related offenses, alien smuggling, computer crimes and various military-related offenses. Prosecutor Gramiccioni also provided at-sea legal services to military personnel attached to a number of vessel commands, and handled cases at numerous other naval bases, including those in Seattle, San Francisco, Lemoore and Los Angeles.

In 2001, he reported to San Juan, Puerto Rico and served as a Special Assistant U.S. Attorney, where he prosecuted sensitive cases arising from protests of naval activities on the island of Vieques on behalf of the United States Attorney’s Office in the District of Puerto Rico. Thereafter, from 2001 to 2002, Prosecutor Gramiccioni served as an appellate government counsel in Washington, DC, where he drafted appellate briefs involving constitutional issues, statutory interpretation and evidentiary issues, and presented oral arguments on behalf of the United States in federal court.

Gramiccioni left active duty in June 2002, affiliated with the Naval Reserve and currently is commissioned as a Lieutenant Commander (O-4). In 2014, Prosecutor Gramiccioni was recalled and deployed to Afghanistan as part of Operation Enduring Freedom. During the deployment, he served as an operational law advisor and command judge advocate for a joint Special Operations Command comprised of Navy SEALS and Army Special Forces personnel.

From August 2002 to February 2011, Prosecutor Gramiccioni served as an Assistant United States Attorney for the District of New Jersey, where he handled hundreds of federal criminal investigations and prosecutions. During his tenure there,  he worked in the Special Prosecutions (Public Corruption) Division, the Organized Crime & Drug Enforcement Task Force (OCDETF) Unit and the Terrorism Unit. The types of cases handled by Prosecutor Gramiccioni included extortion and bribery matters, mail, wire and bank fraud cases, money laundering, narcotics crimes, material support of terrorism cases, financial and tax crimes and various gang-related violent crimes.

During a one-year tenure at the United States Attorney’s Office for the District of Maryland, Gramiccioni handled numerous federal criminal investigations and prosecutions, including material support of terrorism cases, Foreign Corrupt Practice Act (FCPA) and export control violations, child pornography offenses and various mail, bank and wire frauds.
